The CIP-1694 Framework and the future of decentralized decision-making.
The Voltaire Era
From the beginning, Cardano's roadmap was divided into development phases (eras). While Byron, Shelley, and Goguen brought the fundamentals, decentralization, and smart contracts, Voltaire is the final major milestone. Voltaire aims to make the network a completely self-sustaining system. The Cardano blockchain is to be handed over entirely to its community (On-Chain Governance).
The Foundation: CIP-1694
The core of Cardano Governance is "Cardano Improvement Proposal 1694" (CIP-1694). It defines a robust, liquid-democratic framework with which the community can vote on important parameter updates, the treasury, or hard forks.
The Tri-Cameral System
In the new governance structure, power does not lie with a single entity or the original founding team, but is distributed across three pillars in a checks-and-balances manner:
- DReps (Delegate Representatives): Liquid Democracy in action. Since not every user has the time to delve deeply into technical votes, ADA holders can delegate their voting power to so-called DReps. Anyone can register as a DRep, and unlike political elections, the voting weight can be withdrawn or redistributed at any time in real time if one is dissatisfied with their DRep's voting record.
- SPOs (Stake Pool Operators): The operators of the network nodes ensure that all decisions are technically secure and in the interest of the network's stability. They have veto power or must approve changes.
- Constitutional Committee: A body of elected experts intended to ensure that any proposed network change does not violate the fundamental constitution of the Cardano blockchain (e.g., protecting the max supply of 45 billion ADA or the non-custodial staking rights).
Through this tripartite division, Cardano becomes arguably the most sophisticated decentralized governance system in the entire cryptocurrency sector. It empowers every single ADA holder to directly or indirectly help shape the future of the network.
